YachtMemory Phase 1D.1 - Betriebsgrundlage

Adds:
- four stay_processing.* definitions to SystemSettingsService
- getStayProcessingConfig()
- additive platform DB table stay_processing_runs
- StayProcessingRunWriter
- READ ONLY verifier

Safety:
- stay_processing.enabled default is FALSE.
- No service/systemd activation is performed.
- The migration does not insert settings rows. Missing settings therefore use
  the definitions' defaults, so enabled remains FALSE.
- StayProcessingRunWriter is not yet wired into StayProcessingService.

Install files:
  unzip -o YachtMemory_StayProcessing_Phase1D1_v1.zip

Syntax first:
  php -l src/services/SystemSettingsService.php
  php -l src/services/StayProcessingRunWriter.php
  php -l shared_dashboard/scripts/verify_stay_processing_phase1d1.php

Apply SQL ONCE to yachtmemory_app:
  mysql yachtmemory_app < database/migrations/04_stay_processing_runs.sql

Then READ ONLY:
  php shared_dashboard/scripts/verify_stay_processing_phase1d1.php

Expected defaults:
  enabled false
  worker_interval_min 5
  retry_interval_min 30
  network_limit 1
  stay_processing_runs table OK
  run rows 0
  RESULT OK
  DB writes NONE

Do not call StayProcessingRunWriter manually yet.
Do not start any systemd unit.
